Collection transferred to the IHRC from the Estonian Archives in the U.S.A. (EAU) in 2003-2005. It was processed as part of a collaborative project between the Estonian Archives in the USA (Lakewood, New Jersey), the National Archives of Estonia (NAE), and the IHRC in March 2012. Gristel Ramler and Tiina Trumberg of the National Archives in Tallinn, Estonia, worked with IHRC staff on the project.

In 1933, Jaan Köbler was promoted as lieutenant in the Estonian army. Home Guard Võrumaa department chief. 1944 was mobilized to the German army, was evacuated to Germany in 1944, Oct 1944 made it to Danzig. 1947 went to a DP camp. Attended the Navigation section of the Navigation and Sea-Engineering School for Displaced Persons at Flensburg in 1948, was second mate by qualification. Was a seaman. Resettled in Kitchener, Ontario, Canada. Spouse: Veronika Köbler (nee Viia) born 7. Sept. 1908 in Võrumaa county, Estonia, graduated from gymnasium in Võru. Married Jaan 1952 in Canada. Father: Jaan Mother: Mari Jaan's brother: Jüri Köbler.Born 17.Feb 1891 in Vastemõisa, Estonia, died 17. May 1954 in Germany. Was a farmer. Lived in Taevere, Viljandimaa county. Veronika's father Karl Viia, born 2. Aug. 1879, died 18. Dec. 1944 in Germany.
